I contacted the assessors office this AM ref the 2007 notice of valuation for 2008 taxes. Their telephone number is 509-667-6365. I was told that the increased values are almost exclusively market-driven by what the property would sell for and less so by any improvements to the property. Reassessments are done every four years.
