This dock section is stranded in the Wenatchee River in Tumwater Canyon. Is this fish habit now and can’t be moved?

Good evening-
Want to advise you all the Highway 2 will  be closed through the Tumwater canyon during daylight hours April 16-20 for wash-out repair. It will re-open at night. Daytime traffic will be routed through Plain.
